Control of fly tipping is a District responsibility, not a County one.  Rother District Council have a neat reporting system which you can access by following the link below. 

If possible, report using the web form rather than phone or email (if you use phone or email, a person at Rother has to put your information into the system; if you use the web form you are doing it for them – so there’s less chance of the information being garbled and you are saving Rother resources).
